The vast majority of policies, even very contentious or debated ones,are put into place with no provision for monitoring & evaluation of the policy, if it is doing what it intended, and a time-frame for reevaluating if the policy is having its intended effects.

Why do you think this is? What would it look like if every policy expired after so many years if it wasn't proven to be effective? What would the pros and cons of that be?
