There are 31 states and Washington D.C., Puerto Rico, Guam, the Northern Mariana Islands and the U.S. Virgin Islands that prohibit all drivers from using handheld cellphones while driving; 36 states and Washington, D.C. ban all cell phone use by newer teen drivers; while 18 states and Washington, D.C. prohibit any cell phone use by school bus drivers while children are present.
