Extradition is a concept whereby the state or country where the crime has occurred asks the state or country which is holding the suspect to return the suspect. Let's take the example of a person being held in France who is wanted in Texas where he or she will face the death penalty. Since the two countries have an extradition agreement, should France, which does not believe in the death penalty return the suspect to Texas? Why or why not?
