There really isn't a formula for Rogerian argument; it's mostly about the tone, remaining neutral and objective, and acting or making decisions that are in the best interest of the whole community. So this is one possible outline to use:

I. Briefly describe the current situation: that there's a strike and a depression, what the workers' concerns are (workplace safety, corrupt hiring practices, inconsistent scheduling, low pay...) and what the community's concerns are: establish and define criteria you will use to make a decision. Avoid taking a stand here, but instead state that it's urgent or important to find a solution or resolution to the strike.
