There was a service agreement between GET and CFR. CFR welcomed GET's $5 million offer to deploy new servers upon receiving it with no conditions. GET cannot be released from their contractual commitments because the contract's requirements were all met. When GET tries to raise the sum of money they had agreed upon, they are breaking the terms of the agreement. Thus, CFR may file a lawsuit against GET for the breach and ask that GET be ordered to perform specifically for CFR.
