1. Describe the rationale for the cluster of rules (why they are there),
2. Describe their most important points (what is the most important thing to know about them),
3. Warn of important pitfalls to avoid (what mistakes are easiest to make), and
4. Anticipate questions or critiques of the rules. For example, consider:

a question regarding its interpretation (i.e., What does X mean?) or

a question regarding its rationale (i.e., Why does this rule require Y?) or

a critique (i.e., This rule will make it harder to do Z.)
