The State of Delawaii has launched a public health initiative. Delawaii's "Healthy Starts" program is based on the idea that good health starts early in life, so early, in fact, the program aims to promote good health from the moment of conception.

The State of Delawaii does not impose legal restrictions on a woman's right to have an abortion.

However, the State believes every woman, if she decides to have a baby, should exercise reasonable care to deliver a healthy baby. To help pregnant women receive outstanding prenatal care, the State pays the full cost of prenatal care for expecting mothers (regardless of ability to pay!), even going so far as to arrange door-to-door transportation for pregnant mothers and funding maternity leave.

To encourage participation in its Health Starts program, Delawaii passes a "wrongful life" law that allows the state to sue mothers who failed to exercise reasonable care for their baby's health for injuries their babies suffered as a direct result of their mother's negligence. The proceeds of these lawsuits are to be put in special trust funds to pay for future medical care and special services for the injured children.
