To make effective and beneficial policies for health and health care, a clear definition and identification of the term must be established. Clearly defining the word "health" is important for all to have an understanding and expectation of a health policy. The complexity of health makes a definition difficult. Socioeconomic factors play a huge role in peoples' health. Target populations must be taken into account when creating a health policy. Health policies are heavily impacted by not only the people they will include and affect, but outside societal influences. Respected organizations are typically turned to for data and information on health. The World Health Organization is a reputable and trusted foundation for defining health and producing accurate and trustworthy information (McNeil, 2016). "Modifying the healthcare system to recognize the importance of social, behavioral, economic and environmental detriments of health might better address the current population needs" (Witt, et al., 2017). Quality health care and inclusion can be prioritized and achieved when all parties and organizations involved are on the same page and have the same understandings and definitions of the topic and word "health" and how social and target populations are impacted
