They can either engage in a large-scale advertising campaign, spending money to increase their market share, or they can not advertise. Assume, for the purposes of this question, that the only effect of advertising is to increase the advertising firm's market share, and that it does not increase the number of gamblers. Suppose there is $100M to be made from gambling, that advertising costs $20M, that if both firms advertise (or both do not advertise) they both receive half the market share, and if one firm is the only one to advertise, they receive 80% of the market share.
