You are expected to be 85% productive if you are a therapist and 90% productive if you are an assistant. That means that from the time you clock in until the time you leave you are expected to be with a client treating and completing point of service documentation. If you stay to long and don't treat your productivity and efficiency, drop drastically causing red flags to appear on reports. These reports are looked at daily by upper management. There must be reasons as to why employees are where they are with targets for improvement. This can cause high levels of stress for employees and thus results in resignations causing the business to lose money. Power structures also is a cultural attribute that I have seen get in the way of innovation. As more top tier managers get added the less understanding they are of the lower-level management tiers.
