Use tax as a tool to influence a behavior of your choice (business or individual).

Your memo should cover the following:

1. Description of your tax proposal, including the behavior identified + how the tax policy in your proposal would influence that behavior. Discuss the mechanics of your idea - provide the reader with the information necessary to understand what you're trying to accomplish. Your proposal is not limited to dealing with income tax, and it can be crafted within the context of any tax system in the world (not just limited to the U.S.).
2. What are the benefits of your proposal?
3. What are the drawbacks of your proposal?
4. What are the administrative obstacles you will face in implementing your proposal (cost to enforce or administer, political/societal pressures, etc.)?
5. Your proposal should be revenue neutral (Links to an external site.).
   1. If your proposal results in a decrease in overall government revenues, how will you pay for your proposal?
   2. If your proposal results in an increase in overall revenues, what will you do with the extra money?

Length: Up to you, as long as your response captures the requirements above.

Resources: Any and all resources are fair game as you write your memo. If you leverage external resources, however, make sure to validate their accuracy before including information in your memo.
