Suppose an emperor of Rome defeats a ruler in France. The emperor wants the local citizens to pay Roman taxes and obey Roman law. Either Roman troops or the local king could enforce the law and collect Roman taxes. The emperor would rather have his troops leave and have the king enforce the law and collect taxes for Rome. The king wants the troops to leave, and he does not want pay Roman taxes or enforce Roman law. Thus, there are three possible outcomes: a) Troops stay, Taxes Collected and Law Enforced b) Troops leave, Taxes Collected and Law Enforced c) Troops leave, no taxes collected and law not enforced The king prefers c the most, then b, and a the least. The emperor prefers b the most, then a, and c the least. Draw the game with the emperor moving first
