"Reverse 911 service is a communications solution that delivers recorded emergency notifications to users in a selected geographical area. The technology employs databases of phone numbers and contact information. Some systems can send more than 250,000 voice or text messages per hour via phone,pager, cell phone, and email. Bladen County in North Carolina purchased a reverse 911 service integrated with a geographic information system to target areas simply by choosing a street or drawing a circle around a portion of a county map. Initially,the database was filled only with the landline numbers of residents. Residents can also enter unlisted phone numbers, cell phone numbers, and secondary numbers into the system for future contact.Police in Virginia Beach defended the use of a reverse 911 call system to wake over 17,000 residents at 3:20 am. The police used the system to send an automated message to alert people that they were searching for a missing 12-year-old-girl. The police decided to take this measure only after they had searched unsuccessfully for three hours using K-9's, helicopters, and foot patrols, and were unable to find the girl with her friends or through social media or her cell phone."
