- We are given $25,000 budget for a training budget in a police department. Im taking first shift that has 11 officers and look at their officer profiles(which are below), from Lt down to patrol officers and figure out how/where you would spend this money for each officer to have some type of annual training. This task requires you think about the organizational needs, the task needs, and the personal needs of officers and to search out relevant schools and training opportunities. To satisfy this assignment I need:
- A memorandum that breaks down the individualized recommendations for training, including but not limited to the officers' name, the training course, potential dates (if not available put TBD), and the amount.
- Walk me through your thought processes and details your decisions for each officer. HAVE A LOT OF EXPLANATION.

She still gets along okay and is generally better in interactions with front-line supervisors, over command staff. She is heavily involved in the Union, and her husband Mike, also a City Fire Fighter, are both continually active with community events and otherwise active in the community outside of work. She is occasionally a little too relaxed tactically, and not great to rely on in managing big chaotic scenes, but is particularly good in one-on-one interactions with coworkers, citizens, as well as both suspects and victims. She enjoyed helping organize community-based programs and champions community events based in the Union including a float in the local holiday parade, Shop With a Cop, etc. She is an FTO and does a great job showing recruits the value of patience and empathy.
OFFICER BAXTER
Hire Date: 2003
Age: 44
Sex: Male
Race: White
Marital Status: Married (Jennifer)
Education: AA
Military: N/A

Insurance Status:
Specialist/ Specializations:None
Discipline File:None
Commendations:Lifesaving Award, 2003; Meritorious Service, 2005
General Background:Officer Baxter had to use lethal force against an individual in 2006, while on patrol. The shooting was justified, and he was cleared of any wrongdoing within about a month or so, but the stress, mixed with the subsequent grand jury investigation and civil lawsuit that went on for over year caused Baxter to not really have any desire to try and promote through the ranks. He seems content to just be a patrol officer who comes in and does his job and goes home. He generally interacts with citizens well and is very professional in his approach, but overall, he is also not very proactive. He volunteers for little, including extra assignments or over time. His eligible retirement date is July 1, 2023. As a side job, he and his daughter run a food truck business "The Hot Potato". The daughter works at it full time, but Baxter financially set her up with it and helps when he is not working. He says it is what he plans on doing full time with her once he retires.

He enjoys finding drugs and making arrests. In addition to his role as a patrol officer, Laird also serves on both the SWAT team and as the senior member (Team Leader) for the Bomb Squad. As such, he secured a multi-million dollar Homeland Security grant in 2020, which provided much needed training and equipment to the Bomb Squad. This earned him the Chief's Award in 2020. These two specialized assignments mean that he gets a significant number of training days each month, and it is best not to have him on the night shift, otherwise you will be paying him a lot of overtime. He and his current wife, Jodi, have one elementary age daughter, and Laird has a son from a previous marriage who he carries on his insurance. The son is 18 and a senior in high school in a neighboring community.
OFFICER COPELAND

Specialist/ Specializations: None
Discipline File:
- Employee Improvement Notice for lost equipment, 2006

- Employee of the Year 2009
- Former SWAT operator 2006-2010
- Letter of commendation for criminal investigation, 2009
- Unit Commendation, 2014
General Background:Officer Copeland was in investigations from 2006 to 2011, then promoted to sergeant where he served as a patrol sergeant until 2015. He was caught having an affair, where he had developed a sexual relationship with one of the E911 dispatchers. When this came to light, it was clear that then Sgt. Copeland was regularly having sex on duty and frequently going to the dispatcher's apartment, which is in the city. It should be noted that the dispatcher was also dating Sgt. (then Officer) Phil Turner at the time of the incident and even to this day, the two do not get along very well. This led not only to a 10-day unpaid suspension and demotion, but to a rather nasty divorce. Upon demotion from sergeant, Copeland returned to work as a patrol officer where he was of course bitter, and things were awkward for a while. He ultimately came around and while he held close to the Union and generally speaks critically of management, his work performance meets basic expectations. When asked to handle additional tasks he will do them without much complaint so long as they conform to policy, his general work schedule, and the Union contract.
OFFICER METCALFE
Hire Date: 2003
Age: 46
Sex: Male
Race: White
Marital Status: Married (Jessica)
Education: AA
Military: N/A
Family: 1 child < 18 with current spouse; 1 child 20 years old with previous spouse; 1 grandchild living in household < 18.
Insurance Status:
Specialist/ Specializations: FTO
Discipline File: 3-day suspension, abuse of power
Commendations: Lifesaving Award, 2012; Service Commendation, 2014; 2016
General Background: Officer Metcalfe is another patrol officer at the cusp of retirement. He is eligible to retire in March of 2023. He has been a life-long patrol officer, spending much of his career on night shift, where he seems happiest, but his adult daughter from a previous marriage has some serious on-going mental health issues which have been compounded by a drug problem. As a result, Metcalfe both financially assists his daughter while caring full-time for his grandchild who is just a toddler. He and his current wife, Jessica, have legal custody of the granddaughter. At work, Metcalfe has requested a 1st shift assignment because it is necessary for the additional childcare needs of the granddaughter, and though he prefers night he is thankful that the department helped him get the assignment. As such, he has been very committed to doing everything he can to meet and exceed work expectations. Aside from an incident where he was suspended for three days after threatening one of his daughter's abuse druggie boyfriends (off-duty at his residence) in 2018, his discipline record is clean. He does an acceptable job as an FTO, but he is a little too laid back and allows recruits to do pretty much whatever, then gives them acceptable marks.
OFFICER HARTMAN
Hire Date: 2006
Age: 38
Sex: Male
Race: White
Marital Status: Divorced; cohabitating with a girlfriend
Education: HS
Military: Marine Reserves Current
Family:1 child < 18
Insurance Status:
Specialist/ Specializations:None
Discipline File:
- 3-Day suspension for conduct unbecoming, 2012
- 15-day suspension for sexual harassment, 2022
- Forced assignment to 1st shift, through Feb. 1, 2023
Commendations:Lifesaving Award, 2008; Service Commendation, 2009; 2009; Meritorious Service, 2011
General Background:Officer Hartman is very much the 'crime fighter', gung-ho Marine. With 16 years on the force, he has had some ups and downs over his career. In 2012, at about the time Hartman was trying to go up for an open sergeant's position, he was a very productive officer, and a member of the SWAT team, which he loved. However, it was discovered that he was having an affair with a female officer from a neighboring department who is also in his Marine Reserve unit. The two were both working night shift and it was discovered that they had been meeting up during their shifts at the Fraternal Order of Police Lodge in town and having sex. Hartman was suspended for three days and reassigned to 1st shift for forced period of one year. Following that incident, returned to work thankful that he had not been fired. As a result, he wasted no time proving that the chief was right in giving him a second chance. Though he was probably worthy of several awards during that time, others were hesitant to nominate him for anything. In 2017, five years after the encounter, a spotless record and good productivity earned him a spot as an FTO. Again, preferring nights, he was a well-respected old-school officer that could be trusted in high stress, dangerous situations. However, in 2022, while acting as an FTO for Recruit Officer Vincent, an openly homosexual male, Hartman made some seriously derogatory remarks and harassed Vincent. Hartman was suspended for 15 days, lost his position as an FTO and lost his SWAT position. He should have been fired, but the chief at the time was an old Marine and just said he could not bring himself to recommend termination. He was forced to formally apologize to Vincent (a letter written by his attorney, no doubt); he had to take sensitivity training, and he was forced to return to morning shift for a period of one year. Since his return to work, he meets basic expectations but does not volunteer for any additional assignments or overtime and is basically a loner.
OFFICER HOUSEMAN
Hire Date: 2016
Age: 28
Sex: Male
Race: White
Marital Status: Married (Jennifer)
Education: BS
Military: NA
Family: 1 child < 18
Insurance Status:
Specialist/ Specializations: SWAT
Discipline File:None
Commendations:None
General Background:Officer Houseman comes from a family with money and grew up privileged. He is an acceptable performing officer who stays reasonably active but does not seem to try too hard. Some of his coworkers are a little jealous of the fact that he has a lot of nice things, access to a lake home, a large hunting property where he invites friends, etc., etc. They claim he is just 'playing cop' and the first time he gets mad or tired of it, he'll just walk away and walk right into that family business. His wife, Jennifer, who also comes from family money, works for her parents helping manage multiple apartment complexes and rental properties around the city. They like to travel and thus, Houseman likes his time off and takes a lot of vacation. He is on SWAT, which is no surprise since he regularly invites most of the SWAT team members to his hunting lodge every deer season.
OFFICER RUSSELL
Hire Date: 2007
Age: 37
Sex: Male
Race: White
Marital Status: Married (Stephanie)
Education: BS
Military: N/A
Family:1 child < 18; full-time caregiver for 1 other child under 18 from another family member
Insurance Status:
Specialist/ Specializations:None
Discipline File:
- Employee Improvement Notice for failure to report to duty on time, 2013
- Employee Improvement Notice for Inefficiency in criminal investigation, 2020
- Employee Improvement Notice for failure to submit reports in a timely manner, 2020
- Written Reprimand for Dereliction of Duty for falling back to sleep and not responding to a call out request when in investigations, November 2020
- Written Reprimand for Inefficiency in criminal investigation, November 2020
- Employee Improvement Notice for failure to report to duty on time, 2021
Commendations:N/A
General Background:Officer Russell in a mediocre patrol officer that enjoys his routines. He minimally meets expectations and likes to go home on time. He doesn't volunteer for any overtime and sometimes complains if he gets stuck working over or has to adjust his scheduled hours for training, etc. His wife, who does not work outside the house, is somewhat obsessive and is high drama, especially on social media where she occasionally drags up work-related things from Ben. The couple has one child together and is currently caring for a toddler from one of Stephanie's other family members who has a drug habit and is currently in jail. Ben had spent two years in investigations but was not a good fit. He basically 'agreed' to leave the investigations unit and return to patrol on his own terms, but if he didn't, the investigation unit supervisor was about to formally charge him with being an 'Habitual Violator' a policy provision that covers repeated violations of policy or persistently poor performance evaluations. The Habitual Violator provision comes with a minimum disciplinary recommendation of a one-week suspension and can lead up to termination. Upon returning to patrol, Ben seems much more comfortable with at least meeting minimum standards.
