According to the class text (Bennett-Alexander and Hartman, 2012), affirmative action placement goals are objectives where employers must apply every good faith effort to make all aspects of the affirmative action work. One example of this is for an employer to have an affirmative action plan. It does not mean the goals have to be achieved. So, the difference between quotas and affirmative action goals, is that affirmative action goals are goals with a good faith effort of achievement, whereas quotas are specific numbers of a certain population that would have to be hired.
