What agency(ies) (Federal, State, Local, or private business corporations) should be responsible for monitoring and enforcing the weaponizing of information/data in order to prevent it from being used to provoke Cyber Terrorism? And how do those agencies enforce those laws without inhibiting our first amendment right to free speech?
