What are the pros and cons of this suggested use of recycling water?

My recommendation is to dig and construct a pond in the area where storm runoff water can flow. Because the area is densely populated, a number of tiny ponds or a single large lake can be created, which will allow for water to be recycled for many purposes such as drinking, agriculture, and much more.
