The first phase starts with the Pre-Award Phase, which includes Funding Opportunity Announcements and an application submission and review process. This means that agencies create funds for opportunities, and persons of interest search for these opportunities and then submit an application. The FOA then reviews the application t. The second phase is the award phase. This is where the application has been accepted, and final award decisions will be made legally. A Notice of Award (NOA) would be sent to the organization. When the Award is accepted, and all legal/policies have been signed, the organization must follow through with the project plans as submitted. The third phase is the Post Award Phase.
