What exactly is the rationale for patient-level and facility level adjustments with Inpatient Psychiatric Facility (IPF) Prospective Payment System (PPS). I have reviewed the system, but can not understand why there have to be adjustments. It is stated that this classification system reflects the resource consumption and cost differences among various IPFs, but I can find no clear cut understanding of the adjustment purpose and how it works.
