What is strategic inmate management?

1. What is strategic inmate management. According to NIC the purpose is to promote a safe and secure environment by promoting the best practices of direct supervision and behavioral management.Is keeping inmates busy managing their behavior the same as providing evidenced based programming which provides tools for offenders to better become law abiding citizens. Is there a place for both directions, and if so, why?
