If I only could choice one process type for the case, Is it Application to Approve or Order to Cash?

Far as I recall, the final step in the application to approval procedure is approval or refuse. However, in this scenario, Frumherji is merely the service provider and does not need to endorse the inspection findings ( The goverment organisation approve the final results. ) Mainwhile, after the paperwork approve, the company also need to collect the money and continue the inspection service.

Please correct me if my idea is wrong :( and explain the reason
