There are a number of items that you could use to determine the effectiveness of the citys pothole repair program. -Determine the maintenance schedule for all of the roads. Are there any preventative maintenance guidelines? I would review those and ask about the frequency of the potholes. -Is the policy written on how to prevent potholes or slow the growth of existing potholes or trouble spots on the road. Does the city regularly do what is in the policy? How timely are potholes repaired? I would review the record of a recently repaired pothole to see how closely the city followed the guidelines. -Determine if there are any pending pothole repairs and why there is a backlog. Do these unrepaired potholes cause safety concerns for the public? Are they on busy or less used roads? Do the backlogs align with the yearly plan? I would ask managers what actions are being taken to reduce the pothole backlog. -Asses the training procedures for pothole repair. Ask employees how recently and often they have training. -Review how emergency or newly formed potholes are reported and how are they scheduled. I would ask managers if they have procedures for determining severity and urgency of the new potholes. Determine also how much inventory of repair supplies the city has on hand and do they have sufficient need for anticipated emergency repairs. Following these steps can help accomplish the audit objectives of effectiveness of the pothole repair program.
