What personnel is needed to create and maintain an on-premise solution? (List of people required)

What personnel is needed to maintain a cloud-based solution that a third party provides? (List of staff required on the business end using the solution that is provided through the cloud. Note* I am not looking for what personnel is needed by the organization providing the cloud service, rather what personnel will usually be needed by the business utilizing the service?)
