Because the Administrative agencies are lawmaking bodies with limited powers delegated by Congress. The administrative agency I came up with is one that will be specialized in specific issues that require the expertise of People's lives matter. This administrative agency will have relevance in both shapes by society in which it's functions is to protect and service each human. Law is made by humansand because of the brutalizing and the killing of black people at the hands of the police and the indifference of society in general and the criminal justice system (Department of Justice) in particular,we must say that People Live Matter. It about focus and not exclusion.

However, because article 1 in Section 1 of the Federal Constitution which reads: "All legislative Powersherein granted shall be vested in a Congress of the United States."The "necessary-and-proper" clause in the eighth section of the Article 1 states that the Congress shall have power "to make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers in any Department or Officer thereof."This new agency needs to establish a new law that Congress is responsible for making policy under the adjudicatory body to decide cases that involve an alleged violation of agency rules. For the people by the people are important in People LiveMatter.
