What should be done about nutrient pollution (too much nitrogen/phosphorus)? We should strongly restrict the use of fertilizers by home-owners and farmers with legislation and regulations. We should provide incentives for home-owners and farmers to limit nutrient pollution from their land as well as regulations aimed at big land-holders. We should not provide incentives for all land-owners to reduce pollution. We should not interfere with private property owners in this regard
