Scenario #1

Now the contractor has submitted a final invoice for payment.

Scenario #2

The contractor has shipped all protective body armor units on order on the contract except the last 10 medium-size men's armor units. The contractor did not have enough material to produce the last 10 units and has submitted a final inspection and receiving report to the government COR. The COR signed the final inspection and receiving report accepting the body armor. The signed inspection and receiving report reflects no comment or documentation from the contractor or any government representative regarding the 10 medium-size body armor units that have not been shipped.
