What's the most critical element of a business? I propose to you that it is the PEOPLE! If you find that after conducting a SWOTT analysis that the overall traits (competence, work ethic, etc) of your people are actually a weakness, its definitely time to do some soul searching as an organization.
As Collins writes in his book Good to Great and summarized at this link, Good to Great, getting the "right people on the bus" is critical for organizational success. After reading the article and using it as context, could organizations, both private and public, improve and streamline the hiring process so that: 1) quality people are hired and 2) the hiring cycle time is reduced?
