When it comes to those who infect computers with viruses, do we always know who they are? If we somehow could find out who they are, could we always enforce the law against them that already exists that prevents malicious software from being installed on people's computers involuntarily? Also what happens if we know who this person is but they are located outside of the United States and there is no extradition treaty that would prove useful to get them to the United States for justice?
