When NPV=0, does that reflect no profit and no losses for the project ? I would have thought that NPV is a measure of cash

When NPV=0, does that reflect no profit and no losses for the project ? I would have thought that NPV is a measure of cash flow and not profits and additionally at NPV=0 , IRR=WACC, however this doesnt mean that the project cannot be profitable or successful and can proceed ?
