Which has a higher population growth rate:

A national population of 248,710,012 that rose to 281,421,906 ( 13.2%) or a City A population of 61,469 that grew to 64,637 (5.2%)?

Am I right to say that 5.2 % is greater considering the smaller population of City A compared to the national population ( which include the entire country) growth of 13.2% .
