Every state wants to be secure, but some states do not have the capacity to be secure. These states respond by using unconventional tactics such as terrorism that reduce overall security.
States are like children-they require constant nurturing, but do not recognize the sacrifices their parents make until they are parents themselves. That is, states do not understand the compromises that the global community has made until long after those compromises have been enacted.
In an effort to become more secure, a state builds up its military. However, this causes other states to feel less secure and respond by building up their militaries as well. The resulting arms race decreases security.
States can never be fully certain that they are secure until they are involved in a military conflict. However, the main reason to seek security is to avoid armed conflict.
