Which Practices Failed?

Deterrence and detection were two major principles that failed during this case of an insider threat. While there is no evidence Teixeira shared these documents and images directly with foreign states, the FBI found that between March of 2023 and April of 2023 all of his leaked information had begun circulating Russian telegram networks. Detection in this case failed on a couple levels. Teixeira was able to extract information from his computer to outside sources. This showed a lapse in the ability for government supervisors to create a chain of custody. Without knowing what happens when a document or image is moved from one folder to another output, the government relies on trust of individuals which opens up many doors for this type of behavior. Once Teixeira moved documents, he began to print out these documents and images to bring home. Government computers should again have a feature to see which documents are being printed. Lastly, Teixeira had also taken pictures from his personal phone. A common practice is to have phones or cameras strictly prohibited when an individual is handling sensitive information. A subsequent consequence that is commonly correlated to failed detection, is deterrence. In this case, the FBI determined much of the information was taken piece by piece. Teixeira had understood after the first several stolen pieces, that he would not get in trouble or caught. The only deterrence for cases like this would be lengthy jail time when caught, but as Teixeira had continuously not been caught for months, he became bold and continued taking information..
