Who decides whether the circumstances alleged actually meet the requirements specified in the declarations for rebuilding or sale? This is usually neglected in condominium declarations. But if you have specified certain conditions under which the project is to be rebuilt or sold in its entirety, then you should provide some means for ascertaining when those conditions have been met. Perhaps a provision for arbitration, by an outside entity, is appropriate here
