Why do the GPS features on employer$-$provided phones pose an ethical issue for employers?

An employer might track employees during work hours, which is always wrong.

An employee might rightfully track employees during their work hours, but it can also track them during their time.

Phones are private, and an employee shouldn't provide one to employees.
