Why does Nielsen say "vice presidents aren't users"?

Because in the $1990$ s$,$ the business and the development side of tech companies was very separate.

To remind us that while Vice Presidents may have a lot of opinions about design, they don't represent most user types

Because the software he was talking about was strictly for entry level employees

Because most bugs are experienced by novice users.
