Why has the U$.$S$.$ government been responsible for providing education and healthcare to reservations?

This agreement is part of treaties made between Whites and Native Americans.

The U$.$S$.$ government wants to guarantee healthcare and education to all people in the US$.$

Reservations do not have the ability to establish their own facilities.

Native Americans are legally required to remain on reservation, so they do not otherwise have access to these necessities.
