It clearly defines what qualifications a forensic analyst should have

It states that only sworn law enforcement personnel should conduct forensic analysis

It states that the person conducting the forensics should not be the investigator nor under the "administrative control" of the person conducting the investigation

It states that all public forensic labs should be under the administrative control of law enforcement or prosecutors' offices.
