Why is the term "injury control" more preferable to experts than the term "accident prevention"?

The word "prevention" is overused and is generally avoided by all experts

The use of the term "accident" suggests that no one is at fault and that certain events are inevitable.

Though accidents can be prevented, it is more useful to minimize injury.

Federal funding is available for efforts aimed at "injury control", but not those designed for "accident prevention".
