While he does not want to force people to take vaccines, he wants to ensure the education systems across the country are designed to promote more trust in the federal government and its ability to determine when vaccines should be mandated or recommended. Frustrated that in some provinces, students aren't taught enough about vaccines and the role of government, the Prime Minister introduces legislation in the House of Commons which, if passed, would require every student in grades 1, 2 and 3 to learn all about vaccines and the role of the federal government in keeping people safe. The government was mandating or even recommending vaccines to people.
