Facilities management at MoLisine Rocky B. was very happy to hear about the news of his promotion to section supervisor. He would be responsible for the scheduling of all activities at the new engineering research laboratory. This laboratory was used by all other departments of manufacturing (Rocky's own department), engineering and quality control as they were all in desperate need for this facility. Top management believed that this would help solve previous problems. Management allocated the responsibility of the research laboratory to the manufacturing department just to be able to have someone in charge as they expected conflicts to arise between the different departments. After one month of operations, Rocky felt that his job was impossible. He requested a meeting with his Jean Marie G., his departmental manager. Rocky complained that despite all his dedication, he found it impossible to satisfy all the departmental managers. Everybody felt he was favouring another department, even his colleagues of manufacturing department. Jean Marie G. said that this was policy and that it was Rocky's job to sort things out. Rocky complained that departmental managers looked down upon him as he was only a section supervisor. Rocky wanted Jean Marie G. to issue a memo to all departmental managers to explain the new policy to them. However, Jean Marie did not want to interfere in this as he felt it was Rocky's job and that he should be able to handle it. The problems got worse. Rocky sent his schedules for approvals to Jean Marie but got no response. When confronted, Jean Marie reminded him that he would not interfere in this and that he would find someone else if Rocky could not handle the job.
