Each hub has a total amount of traffic that must be accommodated, and these fans have been assessed a 'spend' factor, an indication of how much money they will likely spend at the various locations in and around KC while they are attending the World Cup. Each KC-area location has a maximum amount of traffic it can be 'sent'. Other requirements in your strategic plan for the fans: a) No more than 6000 fans can be sent from any one hub to any one KC-area location.
