For this assignment, you are asked to play the role of an emergency planning consultant who is asked by local representatives to identify possible PARs for your hometown in the event of a terrorist attack. It is important to realize that the nature of the terrorist attack is not known as you make these recommendations. Additionally, there is a significant human factor that you must consider; your PARs could affect individual lives and the community as a whole.
