Write a C# Windows application to aid in the calculation of reconnect charges for delinquent electric customers. When customers fail to pay their electric bill, the utility frequently disconnects service and requires full payment up to the current meter reading before reconnection. Use the following application interface design to construct a program to aid in this problem. Intended users of the application include customer service representatives who speak with field service workers who are onsite and to collect bills and reconnect the customer's electric service and also field service workers using the application on a laptop.

Users enter delinquent prior balance in the Prior Balance field.

A meter charge of $25.00 is assessed for each disconnected meter. The number of meters is entered in the Meter Count field.

Electric usage, measured in KWH is billed at 8.2 cents per KWH. The form allows for quick calculation of electric usage for up to three electric meters. The user enters the starting and ending meter readings for up to three meters. The application will calculate the KWH used for each meter and compute the total KWH Charge. For now, assume the Starting meter reading will always be less than the ending meter reading.

A fee of $50.00 is charged to reconnect service after regular business hours. The user may click the After Hours button to charge this fee and display the amount in the After Hours field. The alt-A access key should also activate this charge.

Customers who fail to meet the field workers at scheduled appointments are also charged an additional $25.00 fee. The user may click the Missed Appt button to charge this fee and display the amount in the Missed Appt field. The alt-M access key should also activate this charge.

The user may clear the entire form using the Clear button or Alt-C access modifier. The Recalculate button, or Alt-R, may be used to recalculate all totals.
