Write C$++$function that takes as an argument an array of doubles, and an integer that is the length

of the array. The array can assumed to be already sorted. Another double named pointValue is

also passed to the array. The function will then count all the values in the array that are less than

pointValue. It will also find the index of the first element of the array that is greater than or equal

to pointValue. The function will then return both of these integers.
