OFFICIAL VERSION (Arrest Packet or Petition):
The Police Department Statement of Facts reveals that on 1/1/21 at 2:35pm Officers Smith and Jackson responded to 1515 Cat Place NW. Witness One reported to the officers that the youth, Joe Body, had been throwing rocks in the alley. When Witness One asked him to stop, he turned and threw a rock in her direction. The rock missed Witness One, but broke the window of a vehicle parked on the street. The youth ran to the above listed address. The officers located the youth, fitting the description given by Witness One, hiding in the hallway. Witness One positively identified the youth as the person who threw the rocks. Officer Smith subsequently advised the youth of his rights and he was transported for processing.
YOUTH'S VERSION:
Joe reports the following: "I was just playing. She ain't have to say nothing to me. That's why I threw the rock at her, to make her mind her own business. I'm sorry about the man's car, though."

The instant offense is the youth's second arrest, but first adjudication in the District of Columbia. His first offense was incurred in 2018 and was dismissed. According to available information he has never been arrested in any other jurisdiction.
During the social study period Joe attended school as required, submitted to three drug tests and kept all but one office visit with this officer. During the office visits, he was open and cooperative.

Comments: Mr. Body states that Joe entered the DC Public Schools at age five. Records indicate that he attended Malcolm X Elementary from kindergarten to grade 6. This school year he began attending Bradley Junior High School in the 7th grade. Although the youth has never been retained, he was identified as needing special education services when he was in the fourth grade. His most recent IEP reveals he had a Full Scale IQ of 66. It was determined that the youth needs to receive special education services up to 60% of the time. His grades are average to below average. According to his counselor, Ms. Smith, Joe can earn better grades, but he "plays a lot in school."

Comments: Joe says he tried marijuana when he was 12 years old. He says he has never smoked again because he did not like the drug. The youth tells us that he has never used alcohol; however, he does admit that many of his friends smoke marijuana and drink on weekends.

YOUTH & FAMILY HISTORY:
Joe Busy Body was born on 5/1/07 in the District of Columbia, to Mitchell Body and Sarah Bunn. Mr. Body indicated that Ms. Bunn left their son with him and his mother. She has had very little contact with the family since the youth was a month old.
Joe resides with his father and grandmother in Courthouse Gardens in Northwest Washington. Their two-bedroom apartment appears to be well maintained. There is some evidence of illegal drug activity in the immediate community. The apartment, for which the family pays $2400.00 per month, presents as neat and orderly. Joe has his own bedroom, his grandmother has the other room and his father sleeps in the living room on the sofa.
Mr. Body, the father, was born on 8/10/72 in Washington, DC and was raised with one sister by his parents, Annie and John Body. His early childhood was inconsequential and he describes his family as close. He denies any major health problems, but admits to occasional alcohol use. Mr. Body says he has been employed at Pluto Warehouse for the past four years where he works as a sales associate. He says he supports his family with his salary of $25 an hour. Mr. Body tells us that he often works overtime and, therefore, is not home with his son as much as he would like. According to the Criminal Information System (CIS) Mr. Body does not have a criminal record in the District.
Mr. Body, the father, says he has always lived in his parents' home. Unfortunately, his father died three years ago after suffering a heart attack. The youth's grandmother, Ms. Annie Body, was born in Washington, DC, on 9/3/48. She was raised by her parents, graduated from high school, then, in 1968, she married her husband. Ms. Body has always been a stay at home mother and she is happy to help raise her grandson. She did, however, express concern about his criminal involvement, but says he is a "good boy." Ms. Body adds that she has a good relationship with Joe, but admits he recently began getting "into mischief." She indicates that she has never used drugs or alcohol. The court records reveal she has never been arrested in the District.
The youth's mother, Sarah Bunn, was born 7/4/79. She and Mr. Body began their relationship in 1999, two years after she graduated from high school. According to Mr. Body, Ms. Bunn periodically used marijuana when they met, but she eventually started using cocaine and developed a habit. He says he has only seen her a few times since the youth was born and he last saw her two years ago. The CIS has no record of Ms. Bunn.
Joe says he has a good relationship with his father and grandmother, but he misses his grandfather very much. He adds that he wishes he had a better relationship with his mother and could see her more often. According to his father, the youth's overall compliance in the home has been satisfactory. He says his son follows the rules of the household. Mr. Body does admit that Joe may have too much idle time and that may be why the instant offense occurred. He plans to explore signing the youth up for activities at the local recreation center.
The youth states that he wants to graduate from high school and "make lots of money" so that he can take care of his father and grandmother. He was not sure what career he would like to pursue, but he is interested in working outside.
