X is an Afghan and a devout Muslim who believes that he must strictly follow the religious rules of eating food which is halal. He gets arrested by the Kosovo Police for a criminal offence $($he illegally immigrated into Kosovo and did not register for almost two years$),$ and the court sentences him to one year in prison. While in prison, X demands that the food he is served must be halal. In respect of meat, this includes beef, lamb, and poultry. In addition, the meat must be processed, stored, and prepared with equipment, which is considered halal.

The prison administration claims that it cannot always serve food which is halal because this would be an unreasonable burden and cost on the prison. The prison guarantees that the food will always be clean and healthy, and that it could also offer vegan food. X states that vegan food alone is not enough for him as he would also like to have meat but on condition that it is halal. The prison responds that it cannot offer this service and that he should eat whatever other prisoners are served, as they would also be in the majority Kosovo Albanian Muslims.
