You have been instructed to tell each Subcontractor who calls in a price for their portion of the work that you have a figure that is 10% lower than the bid the Subcontractor has just given you. Your boss has told you to do this because "This will help us get the lowest possible number by giving the Subcontractors something to shoot at."
