You are a uniformed Bylaw officer responding to a dispute in Humber River Park, located at 2323 East Street, Toronto. The date and time of the call is November 01st, 2023, 12:30 p.m.  The weather is mild and clear. Upon your arrival (1:00pm) you are met by woman who identifies herself to you as Lucille Ball of 45 Arnaz Crescent Toronto.  She has complained that there is a man playing golf in the park, which is contrary to the Municipal Bylaw 1234-80. The woman points out the man in question to you and demands that you act! You observe a man with a golf club in his hand and he is in the middle of the grass in the park. He is chipping golf balls from one tree to another tree about 60 meters away from him. There is no one near him and he does not appear to be causing a problem. You approach the man and ask him to stop what he is doing. He asks you  "What is the problem officer?" He identifies himself as John Paul Getty of 11 Ramsay Crescent in Toronto with a date of birth of July 12 1988. You explain to him that golfing is prohibited in the park due to a bylaw and also it is a prohibited activity and that there are signs clearly posted at all entrances. You show the man a sign that is approximately 100 meters away near the parking lot. He tells you that he saw it but he is not bothering anyone. In fact, there is no one in the park and he is golfing away from the playground. He tells you that he would have stopped golfing if anyone complained, but that he really needed to practice for a golf tournament next month. You request that he stops, he does so and apologizes. You caution and issue a warning to him. You then leave the park. 

On November 11th, 2023, you receive a radio call at 2:45pm. to return to the same park regarding a man golfing. The complainant Justin Bieber (35 years old) of 64 Timberlake Blvd., Toronto, claimed that the golfer had almost struck his two children with flying golf balls and is hitting a bucket of balls. You look and see that the man is the same man as before, John Paul Getty. You go over to him and he immediately stops. He tells you that he will stop and leave the park because he is finished practicing now. You inform him that he is once again in violation and almost struck two children with his actions.  He tells you he didn't mean to hit the kids. You decide to act.  You check him on CPIC.  He has a past record for vandalism. You decide to charge him with an offence. 

You lay the charge you believe appropriate.
