You are assigned the responsibility to oversee the monitoring of activities for a project developed to improve service provisions in justice in the courts. A number of occurrences that have led to this development include;

i) Inmates remaining in detention for more than a month without being charged.

ii) The general public having the impression that it is only the rich who are heard in our courts.

iii) A number of cases are discontinued as nolle prosequi.

Develop a Comprehensive Monitoring Framework that encompasses the three occurrences outlined.

The Framework should include the outcome statements, performance indicators (a minimum of 2 per outcome statement), assumed baseline data, methods of data collection and targets
