You are on a StudentAssistonce Team (SAT) at your school. You have been asked to help develop some pre-referral intervention strategies for Howard. Howard is an 8-year old who is showing significant signs of reading and math difficulty. His teacher, Ms. Anderson, has also referred him to the office 6 times in the past four months for \"insubordination\". Ms. Anderson is a new teacher in her first year on the job. During your structured interview with Ms. Anderson, she reports that she likes Howard but that he always has a \"come back\" when she has to discipline him for \"acting out\". Acting out includes blurting out answers without raising his hand to be called on, refusing to follow instructions, and calling other students names. In regard to classroom management, Ms. Anderson says she likes to approach each day as a new day. She also told you she likes to play each day \"by ear\" and respond to the students \"daily mood\". When you observe the classroom you find no classroom rules posted. When bell rings Ms. Anderson waits for 5 minutes before giving students something to work on. During this time Howard begins to talk loudly about the rims on his dad's car. Another student comments, \"awe your daddy has a hooptie and those rims are whack\". Howard responds with, \"Well at least we have a car, I saw you waiting for the bus\". Other students begin to laugh and the student who Howard was talking to tells Howard to shut up. At this time Ms. Anderson tells the students to quite down and reprimands Howard and the other student and tells them to go sit down and gives them an assignment to work on. Ms. Anderson then goes back to her desk. Ms. Anderson has students sitting in pods of 3 student desks to a pod. During the independent seatwork Howard and the other student continue to discuss their parents cars for a few minutes. At that time Ms. Anderson reprimanded Howard and the other student for talking. After the reprimand Howard sharpened his pencil, got a new piece of paper and walked back to his seat in the longest rout possible. After about 15 minutes Ms. Anderson began class. After class, you look at Howard's paper and he has not completed a single question. They begin with reading. Instead of having the students read aloud, Ms. Anderson reads the paragraph for the students and then asks listening comprehension questions. During the question and answer period sometimes Ms. Anderson requires students to raise their hand and calls on them and sometimes she accepts verbal reports without a hand raise. In one instance Howard and a few other students blurted out answers at which time Ms. Anderson reprimanded them for not waiting to be called on. At this time Howard, said \"You always picking on me". Ms. Anderson responded to this comment and proceeded to spend the next minute explaining to Howard about how fair she is with her students.
